Location-based services and emergency call positioning drive the development of positioning in wireless networks. The used positioning technique is known as observed time difference of arrival (OTDOA), because the device measures the arrival time of several transmitted reference signals. By using the difference between the observed arrival times, the position of the device can be estimated.

The OTDOA positioning method makes use of the measured timing of downlink signals received from multiple TPs, comprising eNBs, ng-eNBs and PRS-only TPs, at the UE. The UE measures the timing of the received signals using assistance data received from the positioning server, and the resulting measurements are used to locate the UE in relation to the neighbouring TPs. In OTDOA, an IoT device measures the time difference between specific signals from several the LTE base stations and reports these time differences to a network system, Evolved Serving Mobile Location Center , which can derive the location of the device based on the time differences and knowledge of the eNodeBs’ locations.
