serving cell in the UE Observed time difference of arrival (OTDOA) is a downlink based positioning method described by 3GPP as one of the NB-IoT positioning methods to increase positioning accuracy. It utilizes neighbor cells to derive an observed time difference of arrival (ToA) relative to the serving cell. network capacity planning, and navigation services. The used positioning tech-. nique is known as observed time di erence of arrialv (OTDOA), because the device. measures the arrival time of several transmitted reference signals. In this version of the specification, only OTDOA based on LTE signals is supported.

These methods have different position accuracy and requirements, and a single method is not the best choice for every scenario. a-gnss gives proper position accuracy but require good reception from satellites, which might not be the case in dense urban areas or indoor environ- OTDOA, or Observed Time Difference of Arrival, is a protocol that uses cell towers to measure the time it takes for an LTE signal to reach a tower to determine a phone's location, as explained by (http://www.androidauthority.com/oneplus-5-911-rebooting-issue-explained-789822/) Android Authority . Location Based Service in Cellular Networks: from GSM to 5G NR
Location-based services and emergency call positioning drive the development of positioning in wireless networks. The used positioning technique is known as observed time difference of arrival (OTDOA), because the device measures the arrival time of several transmitted reference signals. By using the difference between the observed arrival times, the position of the device can be estimated.

The OTDOA positioning method makes use of the measured timing of downlink signals received from multiple TPs, comprising eNBs, ng-eNBs and PRS-only TPs, at the UE. The UE measures the timing of the received signals using assistance data received from the positioning server, and the resulting measurements are used to locate the UE in relation to the neighbouring TPs. In OTDOA, an IoT device measures the time difference between specific signals from several the LTE base stations and reports these time differences to a network system, Evolved Serving Mobile Location Center , which can derive the location of the device based on the time differences and knowledge of the eNodeBs’ locations.

Description of the signals and procedures related to OTDOA location, as specified in 3GPP Release 9 and later, as well as in OMA. Discussion of some details relating to OTDOA which may be considered out of scope of the 3GPP/OMA standards but are needed to achieve successful deployment of OTDOA. Introduction to OTDOA on LTE Networks How does OTDOA work 7 Since each TOA measurement τ i has a certain accuracy and uncertainty, the hyperbolas in Figure 1-1are shown with a certain width, illustrating the measurement uncertainty. Observed Time Difference Of Arrival (OTDOA) is also a Release 9 positioning method, in which the UE measures the downlink Positioning Reference Signal (PRS) time difference of arrivals of several neighbor cells in comparison to a reference cell.
